legg-perthes disease

Question:

I am the owner of a 6-month-old male JRT that has just been diagnosed with Legg-Perthes disease. My vet recommends surgery. I am wondering if the breeder is responsible to reimburse me for this procedure, or for a full or partial refund of the price of the dog. In addition, to the expense of surgery/follow-up care, I will be unable to breed him. Your comments please.
