3yr old female attacking 8mo old male

My 3yr old female keeps attacking my 8mo old male. Both are jrts and both neutered. I NEVER leave the two of them together unattended. Sometimes it is as simple as the puppy gets too close while she is playing with a toy. There has been blood drawn, and I'm afraid she will severly hurt the puppy or worse.
She is wonderful with people. Not so with other dogs in general. I am very frustrated, and would appreciate any advise.
